That's not actually a bug, the imperialists are supposed to use the lower defense in forests. For what it's worth, Panther Lord on normal difficulty is at just slightly above the difficulty I find comfortable to play at. Enough that it's occasionally frustrating but not so much that it can't be over...

I'm glad someone got around to getting rid of Silver Mages. I don't see any reason to remove it honestly. I suppose that if you're looking for everything you release to have a certain standard of quality I can see why AoH would be a stain but when it comes to it I don't see any harm in giving people...

AoH was never designed to be balanced. You may be able to find a couple factions relatively balanced against each other but it would surprise me. Tweaking the gold settings would do nothing to help the balance. The problem is that the capabilities of the higher level units and especially the leaders...

Yes, that is exactly the kind of thing that the odd numbered versions are supposed to be for. There has never been a problem with making it possible to test changes, there's never been a problem making such changes available (you don't even need a new version of wesnoth, an add-on could do it easily...

Cheaper ghosts would not be the answer I'd go for and making blood bats recruitable wouldn't really change the situation at all given their price. Cavalry were not just oppressive vs northerners, they were pretty oppressive for everyone except drakes and other loyalists to deal with (and to a lesser extent knalgans could resist them though they still made attacking hard).
