Thinking about it Sylph has 75g less to spend on a terrain with it's extra weapon 30g and not having neg resi arcane 10g.
That's 115g that makes up the hp diff.

I forgot to mention the 5% terrain def buff, for the 3 terrains upgrades that Sylph dosen't need/has.

I am updating one of my campaigns; in one scenario, victory can be achieved in three different ways.
It's important to know that the scenario had victory_when_enemies_defeated=no
