To simplify things about range and elevation, you can allow shooting only in 6 straight directions: north, north-west, north-west, south, south-east, south-east. Basic inventory is actually a set of messages with dynamic [option]'s.
You need to understand arrays, loops, units storing/modifying/unstoring and [insert_tag].
