You'd need to remove and reupload your add-on if it's already on 1.18, but I'd recommend using forum_auth (https://wiki.wesnoth.org/PblWML#forum_auth). Then you can use your forum username/password when uploading and the forum's Forgot Password button if you forget it.

It's interesting that output from outside Wesnoth is getting redirected correctly, though I don't know why that would be.

I wouldn't necessarily expect it to be consistent. In fact, Windows very much does its own thing since Windows doesn't allow GUI applications to write to stderr/stdout at all, so to get logging redirection to work we needed to work around that: https://github.com/wesnoth/wesnoth/blob/791e23b2baf7560...

It's (probably) not that. I can't reproduce it on Linux and Lord-Knightmare can't reproduce it on Windows either, but Hejnewar is able to reproduce it on Windows. If that were the cause then it would be happening consistently.
