I think the clear result then is that it's not supported to have scenarios in the editor's scenarios folder that contains macros. So if you want to play the scenario, you need to do it through your campaign.

I'm a bit lost. Where is the scenario file that's causing the issue located? Is it in the editor's scenario folder or your add-on's folder?

The editor doesn't allow macros because it would need to parse them into plain WML to be able to read the file, but then it has no way to convert them back to macros later when the scenario is saved. I'm confused what the confusion is about at this point. The recruit list in the scenario editor is a comma delimited list of unit types for a side - that's it, that's all there is to it.
You can also certainly load a scenario cfg file with the editor.

If you made it, you can license it however you want. Uploading to the add-ons server requires you to agree that your content is licensed appropriately. So as long as you're not also using other people's content, there's nothing you need to do or check.

Apple and Steam don't sync, that's correct. You could try finding and copy/pasting your preferences file over from one to the other, but I don't know how that would work on iOS.

Open Wesnoth -> click the "i" button on the lower left corner -> open the "User data" folder -> delete the "logs" folder -> restart Wesnoth.

The minimum requirement was increased to Windows 10 because it's required for certain things to work when Wesnoth or its userdata is stored in a folder that contains non-ascii characters, and the minimum requirements field is not a good place to try to explain that difference.
