It's a symptom of the game requiring far too much experience for units to level. A mage in a very well played position might have just a 10% chance of dying over a 2-3 turn engagement or so. With 60 experience required to level, it's going to run quite a gauntlet of 10% chances before getting strong...

Son of the Black Eye 1.6 bug
Got back into Wesnoth, checked out SotBE, and catch a bug very early on, in just the second stage (I elected to fight the human army). The map is supposed to end when you put your leader on the signpost, and well, it doesn't.

Dwarves tend to have a tough time against ghosts, though. Thundersticks require a bit of luck, and the other units get drained. When I say luck is unreliable, I mean that it became a 3v1 in the end. Someone with knowledge of game theory and other stuff should make a square with 4 players, and what the possibilities are if 1 player becomes lucky. I've given some thought to using goblins to counter ulfzerkers, though. A goblin does 3-3 and a grunt does 7-2 base against them. 2 goblins outstrike a grunt, and considering upkeep, are cheaper to make.
