[solved] Where to put a [language] toplevel tag?

Hi,

I'd like to add a [language] tag for a new weapon type, but where does this tag need to go? The wiki only say its toplevel, so does it go directly to [campaign], or [scenario]? Or where?

Toplevel means it goes next to other toplevel tags, not inside anything.
