I'm thinking about how good this would work, so I checked out the fair use laws. The Doctrine of Fair Use is Section 107 of the US Copyright Law.

Spoiler:

1) The purpose and character of the use, including whether such use is of commercial nature or is for nonprofit educational purposes (not for profit, just for fun)
2) The nature of the copyrighted work (as a movie, but not a problem because of below)
3) The amount and substantiality of the portion used in relation to the copyrighted work as a whole (not showing any plot, just characters from this movie)
4) The effect of the use upon the potential market for, or value of, the copyrighted work (no real effect, as stated above, it doesn't ruin the movie for anyone)

Would this be good/legal? And if so, I'll want to get working on it with the help of some others.

Although it might be legal, it is absolutely against wesnoth policy-- look at the FPI list, it's on their somewhere, along with the logic behind it.

Basically, you won’t be able to publish it to the add-ons server or put it on the forums.
