Hi,
I am an avid Wesnoth player and love the art within the game. I am aware that the software is released under the GPL license. I was wondering is the art also released under this license, and if so what are rules about reusing the art in open-source and proprietary software?

Yes, the artwork in Wesnoth is GPL. The reuse rules are those supplied in the GPL v2+.
