Hardest campaign/scenario on wesnoth?

Northern Rebirth, full stop.

I'd actually argue that the hardest I've played is possibly Rise of Wesnoth. Probably because in Rise of Wesnoth its more important to level units, and I suck at leveling units and keeping them alive. Whereas in Northern Rebirth I can mostly rely on my large group of hero units plus level one spam.

The only campaign I have never been able to complete is Northern Rebirth, so I think that's the hardest. It's not for lack of trying, although it has been a while. Maybe I'll fire it up again.

i had a lot of trouble with Son of the Black Eye
but once i got used to playing the orcs it went smoother
