What does this icon/button mean? I've never seen it before.

It means: "the butter has slid off your toast and almost entirely off the plate."

I would guess that it has something to do with the Mainline Campaign Development thread on the very top of the page

The image is called "forum_unread_subforum.gif". That board has unread messages and has a subboard (like a subdirectory, so it contains a link to another board with messages). The unread messages can be in either the board itself or in the subboard. The "Scenario & Campaign Development" board has "Mainline Campaign Development" as a subboard; kind of like a symbolic link, because the subboard is also a board by itself.
