Why not? You don't think people don't have horses in the desert, do you? Besides, the desert elves had a nice oasis to sit around, so I don't see why horses would be much of a problem. EDIT: Besides, elves riding camels to battle sounds a little bit lame to me. Not that for example the humans or outlaws encountered couldn't have camels, but it doesn't really fit with elves in my mind.
Then again, "Desert Elves" is quite a foreign concept, which is what makes UtBS interesting from the go. Still, given that in the desert, camels and horse are used as mounts, then definitely, Elves on horses sound better than Elves on camels ^^

Taming the Camels
It doesn't have be integrated for all the elves. Maybe it can be like Eastern Invasion's scenario 9, Training the Ogres, an option, and next scenario it can be an artifact to be picked up by one of the characters like in Under the Burning Suns scenario 7 interludes. It could be Taming the Camel. It could give the rider extra movement and the charge weapon special, except for riders, of course.

Camel cavalry was quite common in deserts, such as the Sahara, because horses, although they were much more reliable, could not survive in the hot climate of the desert. The camel was used in this way by many civilizations, primevally Arabia, and are still in use today by armies and rebels in the region on some occasions.

I think Changeling has a point. The whole idea of UtBS is to take a standard Wesnoth race (Elves) and see how they might change as the result of a dramatically different environment. Changing their choice of mounts is a reasonable way to go. If anyone can make camel-riding look elegant, it's the Elves.
That said, I think UtBS is pretty much a done deal at this point and I doubt camels will be retrofitted into the story at this stage.

Taking into account that these elvish scouts have a 60% defense in desert, it would be logical that they had camels, which can maneuver way better than horses in dunes.
And yes, camels are fast even mounted.
