You may ask, but I don't think they'll answer positively...even though I've always wanted a level 3 Gryphon Lord.

First you need stats and more importantly art, then it can be considered for usermade campaigns and (less likely) mainline inclusion.

(Since this is just at the "idea" stage, I'm moving it to the ideas forum.)

If you want it included in mainline, you'll have to make a really good case for it. At this stage, the assumption is that sides are balanced unless proven otherwise.

I suppose you could call this creeping levelism. This has been discussed in the past, and while I think a white gryphon knight (or something) would be cool, there are gameplay, in-game-role, and philosophy reasons why there is no L3 gryphon. First, it is consistent with the game's flavor and philosophy to avoid level inflation. The more higher level units we have, the less value the lower levels have. It's also interesting to have a variety of level-up stopping points. Second, the gameplay implications of a L3 gryphon are potentially enormous. The L2 gryphon is quite a powerhouse. Since we have RIPLIB, the L3 gryphon should have more HP, a stronger claw attack, and possibly a bladed charge attack. Combine this with speed and mobility and you have a nightmare. Finally, in the game, the L2 unit is a master rider on a fully-grown mount. How much more skilled or bigger can the unit get?

That said, this is fantasy. While I support keeping the max level at 2 for this unit, as with the outlaws, it would be fun to play L3 gryphons in a campaign. A gryphon's tale already has several new gryphon lines, but if you wrote a non-gryphocentric campaign that happened to have the fabled L3 white gryphon, that could be really fun to play.

I think wecould even make lvl 69 gryphon -

and 69 movement points

But seriously - even if you make huge till_lvl_5 tree for gryphons to level up, it will have very small effect on MP gameplay.
