Yes, I'd lose the text and the hammer as well; the gears are enough to differentiate it from the standard icon. As it is it's darn busy.
Edit: feeling uncreative. Made a thing. Simplistic, but the icon-metaphor-producing part of my brain is dead atm.

I thought the gear-chunk-shield was a nice idea.
But then I couldn't make it look good
I gave up at this point.

It does look very cool. It makes me immediately think "KDE", though that may well just be me.
One thing we should be careful to emphasise (or not de-emphasise at least) IMO is that Dev doesn't mean "broken".

It makes me immediately think "KDE4". While I like KDE (especially some earlier versions, like KDE 3.3; and with icons from KDE2 set), the KDE4 with its "eye-candy futuristic look" is just HORRIBLE. I don't go for the gear either - it doesn't fit with the time period wesnoth is set in.
Maybe the shield could be partly bare wood, like it's not finished yet.

The idea behind the gear thing isn't that it's broken, or incomplete. It's just that it's not completely polished off and you might be able to see some rough edges where the developers are still working on it occasionally.
And it was a modern gear, because well... the underlying development process is pretty modern . It is a computer simulation of a fantasy world, after all.
Kinda moot unless someone can make it better anyway. I'm not even sure what I don't like about it, hence giving up.
Incidentally I've never even used KDE /me is a GNOME fanboy
I think megane's icons are fine for the server btw.
here are a couple 20-second attempts with hammers... anything else would need a new hammer.

ugh, no that hammer one looks terrible.
have you ever looked inside a watch? The gears are really tiny. I think some small bronze ones would look nice. the big steel one is not so hot.

anyways you can get stuff very small and still tell what it is if you use the right technique. for example, Wesnoth sprite art.

Another idea to throw out there, how about the wesnoth icon, but a part of the shield is just blank/white with a blue outline like a drawing or blueprint?
