I seem to recall Jetryl mentioning wanting a north-facing standing frame for the horseman, a while back. So here's an... attempt. Which probably has a zillion things wrong with it, so go ahead and point them out. (I know there isn't a shadow - didn't feel like making one unless the basic shape was ok.) I get the feeling that something is wrong with the perspective of it (one of my weak areas.)
Worked from scratch aside from getting the colors from the horseman's base frame.

The perceived distance between his front and back feet is much smaller than it should be, methinks. The feet might have to be raised. Also, I think you could probably see at least part of the horses' head over the back of the human.
I could be completely wrong, of course, but IIRC the perspective on Wesnoth is from an angle significantly above the horizontal...

How's this? Moved the horse's forelegs up, tail down slightly, added hint of the horse's head over rider's shoulder, fixed a bad highlight on the rider's armor (I hope) and tweaked the spear a little trying to look more like it's pointing back like in the base standing frame.
A little adjustment of the way the horse's rump overlaps the rider might be in order, depending on the angle. I am not sure.

You should see more of the horse's back, i think. As it is, no matter what you do with the legs, we still see just the rump of the horse, which makes it look like an end-on view.

Hmm, now it looks like the rider's too far back. I might have a crack at some basic edits, see if i can't make something work.
You definitely need to be able to see something of the front legs, too, otherwise it looks like some sort of satyr type thing...
EDIT: tweaked.

Well, I didn't change the lance point from thespaceinvader's version. It may just be that it doesn't show well on the white background so if that's what you mean, in-game it should look similar to the one posted with a grass background.
Edit: And as for selecting something and resizing it... well I just erased and redrew stuff, zoomed in with the pencil tool. No resizing. Oh, and to resize a selection, it's the tool that says "Scale a layer or selection" on the tooltip... Looks like a small box with an arrow pointing into a bigger one.
