Who is the red-haired guy in HttT's final scenario?

Hello guys! I'm new here, so please forgive me if I make a newbie forum mistake (wrong section and the likes).
I was playing HttT until the "Battle for Wesnoth" scenario when I noticed something: the story picture depicts a man with red hair and cape, standing atop a hill, overlooking a city (which I suppose must be Weldyn). My question is: who is the red-haired man? Just curious

It's one of the oldest story images, preserved since Konrad looked like that. If you check version 0.8, you will note that konrad is depicted with flaming red hair and a cape, so I think that's supposed to be him.

So it's an old pic... I wish I can draw well to change it...
BTW, the image's filename is "arrival of the heir"

But technically he is an heir, the definition of heir (according to Dictionary.com) is one who inherits something. It doesn't really matter lineage wise. "A person who legally succeeds to the place of a deceased person and assumes the rights and obligations of the deceased".

Sure, you could say Li'sar was the true heir but Konrad basically took over the whole "queen" role from Asheviere.
