Khrakrahs isn't a villain at all, really. In SoF, he's just an innocent bystander if you look at it, and he won't even leave the safety of his lair unless someone gets too close. And he had an army of bats of all things, not even close to the Saurian hordes his so-called weaker brother Shek'kahan commanded. And in EI, he makes a cameo appearance as an oversized undead skeleton who chickens out when facing anything with more than 50 hp. What kind of "villain" is this?

I don't even remember who "The Chief" is. IIRC, Landar was the only guy commanding the entire Elvish rebellion, there was none other.

In terms of a villain, villains do not have to die or be killed.
I would say the only thing qualifying a villain is that they are a major protagonist. As the point of view is very important to anything involving the "good and the bad".

Karrag gets bonus points for being a completely unique enemy, but he also has more depth than the other undead villains.
The AOI sovereign is a great boss for a trainer campaign, but that doesn't make him interesting. Also, he tends to suicide rush the player army.
Whether or not you accept that a character has to be fought and killed to be a major villain (which I don't), the fact is you *do* have to kill Khrakrahs in EI. I think the fact that he appears as a powerful and almost unique enemy in two campaigns qualifies him to be on the list.

Ancient Lichs are good villains, but ordinary Lichs aren't too bad either. With Malifor gone, I'm casting my next vote for Mal Ravanal. Ravanal wins points as a villain for coming probably the closest of any mainline enemy to killing the Kingdom of Wesnoth.

I was talking more in the gameplay/campaign context. It also disqualifies by only appearing in a single scenario and being not part of any "plot" to stop the heroes throughout the campaign, even Malifor had at least two scenarios bugging you (not to mention that he probably loosely controlled the undead in infested caves. So I repeat my point, Khrakrahs is a monster like the occasional sea serpent, the yeti or what have you.
