Nothing that's finished and/or maintained anymore as far as I know.

Then there will be such factions.

Indeed, and if you need art, you could always enslave an artist. ^

Or pick something that already existed and reuse the parts?

Since I started playing Wesnoth (a few days ago), I've been struck by how much it feels like Panzer General. Since then I've been toying with the idea of building a PG-like game on the Wesnoth engine.

It would need a few changes, though: artillery needs to be able to shoot a few hexes away. And eventually I'd like some airplanes.

The former is not a mainline ability, and will never (again, as I understand it it used to be available) be coded explicitly as a mainline-available ability. But you can find a roughly-working version (with some bugs, i think) in the Ranged Era, which i think, should be available. on the 1.6 add-on server.

The latter, you just need some sprites and code =P

I would also suggest you poke around the forums a bit, as several users have tried to make similar mods before. Panzervb springs to mind most readily.
