He means you "make sense of things" rather than the things "making sense" on their own. It was a grammar nitpick to accompany a chart of movetypes that doesn't seem to support what he's saying. Shouldnt flying unit be differed from floating? Floating should have 2 for hills and 3 for mountains, or at least 2 for mountains, whereas flying should have 1 for everything.

Flying units' range includes canyon (e.g. chasm, lava).
Woodlandfloat is the only movetype to use the word "float" in the sense of hover, or ground-dependent flight.
It cannot enter the canyon terrain type.
