How to install latest version on Windows 7 64-bit?

Could anyone please tell me if it's possible to install the latest version on Windows 7 64-bitn and if it is, how?

I downloaded the latest version and extracted it with Winzip to a folder of its own, but when i then click on the 'INSTALL' file i get asked what programme i'd like to use to open that file - and i have no idea
