Yes, it is correct. The developer who ported Wesnoth to iOS left after the port was done, leaving it unmaintained. As there is no other developer around who is capable of and willing to take over the port, the iOS version is stuck at 1.6.

The iOS version was developed from 1.6.3 and was never moved to a different version.
