Yes, you just have to add it to your sources in Synaptic.

In fact, you just have to write this into Terminal, and it will get all the job done.

I see a problem in connection here. The problem might be also that you seem to be connected through a company's network, and those may forbid connecting to asian servers.
Also that server might be down.
But there are many other possibilities that might be the cause, I am not an expert.

The reply in my terminal differed from yours only in the trustdb file name, but mine got through that part.

Try to see the reply for this, might give us some ideas what is the cause:

That deb file is 300MB large, that is kinda a problem.

Can't you just download the "wesnoth-core" or whatever- stripping out campaigns and music should result in a pretty small download. From the synaptic wesnoth-core description, using the vincent ppa:

This package contains the main program for wesnoth. It can be used to play
multiplayer games. If you want to play campaigns you will have to install
them individually, but if you prefer to have all the official campaigns
installed please be advised to install the wesnoth-1.10 package which depends
on all of them.

Well, synaptic + ppa will cover all the dependencies for you, if you are missing any it will bring up a list of what you need and you just click a button to get those as well. But, understood that a decent connection is needed first, good luck.
