doubts are in command!

Hello I am Brazilian and I am using the translator ...
I wonder how the command area!
example:
A player makes a line and beside this one hill and another hexagon
mountain, where my elves were one hexagon distance .. and I could not get them .. can someone explain to me how this works?
not found anything related to this in the help!

I discovered bound yet not quite understand but I understand.
It was like that when we had a line even leaving space opponent

Could you possibly be refering to ZoC?
