Even though Naruto is copyrighted, there's nothing wrong with simply publishing fanwork relating to it. Nevertheless, content based on copyrighted sources is not allowed to be developed or distributed on the Wesnoth forums or server. What Jetrel meant is that you are encouraged to work on copyrighted work because working on something you like is the best way to learn
However we can be held responsible for the content of our servers, and (in some country) for not enforcing copyright laws when we know about them
As such, our policy is "no copyright based stuff on wesnoth servers" and that applies to the forum too

Zarel (and neoskel, for that matter): please don't try to backseat mod, nor to tell us what our forum policy is. It has been this way since before I joined. The important part of Jetrel's post was the 'don't use them in Wesnoth' part - which the OP clearly intends to do. I could cite numerous examples I've locked in the past few months for this very reason. Our policy is inflexible, and is probably more severe than it technically needs to be. But we make no bones about the fact that we are covering our backsides against any possible suggestion of impropriety.
To the OP: You're welcome to make sprites inspired by copyrighted (NOT copywritten, dammit, whoever it was who wrote it that way) works for your own artistic improvement. You are NOT welcome to develop add-on content derivative of such material, and it WILL get locked.

However: your work is pretty good for someone starting out. Come up with an original concept and you might go far =)
