I used Gimp and took many layers as the consecutive frames of animations. Gimp told me that .gif cannot handle layers only animation and something else, so I chose animation and in advanced options chose to not repeat frame and could set speed between frames

It can be done in the GIMP quite easily.
1) Organise your image so it has one frame per layer.
2) Save image with the extension '.gif'.
3) It will give the option to 'save as animation'. Do that.
4) To edit the timing of frames, use the method described by turin here.
