It sounds like you are missing the _server.pbl file.

And, if you scroll all the way down to the bottom, there's no green option to upload?

Also, moved to the WML Workshop, unless this ends up being a bug with Wesnoth itself, in which case I'll move it back to Technical Support.

Calling it button leads misunderstanding. It's position on the list actually.
