Set default damage to 100% if no resistance is specified?

Set default damage to 100% if no resistance is specified?
It would be rather a convenience for new damage type designing; it would allow an "irresistable" damage type without bothering to specify it in every movetype; it would be easy to implement; it would be a whole lot more sensical than doing a constant 1 damage arbitrarily.
