[Wiki] ParserFunctions extension, DevFeature1.11 template

Hi,

For whoever may be interested, I have enabled the ParserFunctions MW extension in our wiki. Additionally, the DevFeature1.11 template now takes an optional parameter specifying the development series’ release number that first introduces the described feature:

{{DevFeature1.11|5}} → (Version 1.11.5 and later only)

The previous parameter-less form is still supported, and it will continue to be seen everywhere until all existing inclusions of the template are updated accordingly, which would require a thorough examination of the mainline changelogs and the Git master branch history — in order words, a lot of tedious boring work.
