Alright: why do orcs move better in hills in the first place? Perhaps because they are used to being pushed by their commanders to the limits of their endurance. Now while that is true for the orcish soldier, the assassins - who are sort of anarchic, para-military forces - don't undergo the usual drill, instead opting for a more cunning and physically less demanding profession.

Aragorn, Legolas, and Gimli chase a band of Orcs for several hundred miles. The Orcs aren't hard to follow: they leave a trail of destruction, in their wake. The three hunters may cover more ground in one hour, but the Orcs don't stop to eat or sleep, and the Orc leaders carry whips to keep their troops fresh. The pride of Elves, Dwarves and Men struggle barely make a dent in the Orcish lead.

Orcs don't slow down in hills because they don't slow down to climb the hill - the bosses just whip them harder. But that kind of warband isn't exactly subtle. When the sneaky little goblins who've manged to get out of warband duty reach a hill, you think they're going to whip themselves to keep themselves going? Or will they, instead, take their own time climbing it, and whine about being made to?

Plus, for a simpler answer, you could say that Orcs are faster in hills than men or elves because they're bigger and stronger than elves or men. But Orcish Assassins are small sneaky orcs, and they're not bigger and stronger - so they don't go faster.

I guess the fix would be to include something like that in their unit description...
"Ooh, man, my mage had a 30% chance to miss, but he still managed to hit! Awesome!" ;) -- xtifr
