Nope. All of it can be done with a couple of events:

1. a recruit event that gives each recruit the "double whopper" or "biggerism incarnate" ability :P
2. prestart event which does the same for leaders (err, commanders, sorry!)
3. use side turn / turn refresh events to un-poison poisoned units, apply 16 damage (or less), then re-poison them again (I'm not going to research exact event combinations here, but I strongly think this is possible)
