just to let you know I've just had a similar idea: http://www.wesnoth.org/forum/viewtopic.php?p=259687. So, there is more than one person interested by this. In fact, I just want to be able to see my units go beyond level 2.

Use 30% XP settings and eventually Age of heroes era, you will get many lvl2 and lvl3. I guess you can use some other eras or mods, but this is probably the easiest way.

Just brainstorming for a multiplayer scenario:
Possible Scenario:
A campaign against each other, maybe 3 melee maps, and winner is the one who first wins 2 maps. Both players should be able to recall units.
Problems i can think off right now:
- usually the one who wins has better units to recruit
- factions with more expensive units may have an advantage
probably possible solutions:
- allow the losing player to remove a lvl 2 units from board or allow every player to recall "dead" units. Or maybe even allow only to recall only dead units
- make recall price (just in such a scenario) like the recruit price for the normal lvl 2 unit. I don´t know if it is possible to adapt the recall price somehow at the moment... it could even be helpful for single player campaigns if the developer is able to decrease the recall price for walking corpses etc.

I would suggest that the latter solution would be a good one - it means that you're paying a fair price for the unit you're getting (also, keeping the 20-gp minimum cost would also help). Recruiting l2 units would also lead to increased financial difficulties for the winner, which balances this a little more.
