The title means both of following things: there should be more units types that don't belong to a multiplayer faction, like for example Mermaid Novice and Troll Hero, and they should be used more often in campaigns. In mainline.

I believe that campaigns are less interesting if most units being in it belong to a well-balanced multiplayer faction. I believe in it because I think that strict balancing rules limit creativity. Another reason is that in campaigns you have much more time to advance your units so campaigns are really different from multiplayer (I mean the multiplayer where people fight against each other).

I don't think that the devs are opposed to campaign-only units - many mainline campaigns have some (most blatantly UtBS), it's just that they (probably) don't bother with adding custom units where "default era" ones are adequate. I play BfW mostly for single-player (and given your question I wouldn't be surprised if that's also your case), but many people play exclusively multiplayer, so for them campaign-only additions are of no value (or even negative value - the bigger the mainline is, the more time and disc space it takes to download it). Of course there are multiple add-ons that use many custom units (advertisementsuch as my UMC - Inky's Quest /advertisement), but you probably know it already.
