A part of becoming better at wesnoth is developing a sense of how the randomness works. Having different configurable options for randomness would mean that it's harder to learn it. If there are 2 discrete choices then it's maybe 2x harder but if you introduce a slider that allows to change chaos level then it's semi impossible to get a good sense how likely your attack of 10 units is going to break through the wall of enemies on various terrains.
