I think the best way to do this would be a mmorpg, one where quests are made by human player. With a good reward system for making good quests, it'll be as much of the game as doing quests yourself. -1 turns is infinite turns, but you don't get and early finish bonus. But it ok, you'll generally have enough money to complete the levels and because your not swimming in money the levels are more fun and interesting. TBH I'd be happy with just the group select and move.
I think that it would be the easiest to implement too.
But there is no point trying to hurry it up if you can't do the programming yourself ^^'.

For 1st turn customisation of characters/shopping there is no reason this can't be done on the choose faction screen (not in game but in the lobby). Don't know if it is possible now, I haven't seen it (I'm almost certain it isn't). Some way for scenario creators to add some more/edit existing option...

but it is just the effort it takes to code these events that the campaign authors do not usually put them in their scenarios. sry in the above post I ment to say with more documentation on spawning random enemies a scenario creator could make the scenarios more entertaining with not too much effort...

How many people play games of such size that these orders would have a real effect? Just exactly how large is the map you tend to play on? Not completely related (kinda the opposite infact) but what about an option to pick a leader upon picking a random faction? Doesn't really bother me, I like the luck of the draw, but I imagine it bothers some to get a unfavorable leader when picking random. Actually disregarding default for a second...

Wesnoth is also very scaleable in players minds. Although I know the game focuses on individuals, Single men, each with an individual name, I can't help thinking of them as more than one man, or 100s of men per character icon. Hmm maybe a new attack animation is the best way to accomplish this?
But I wouldn't even know where to start for ideas...
Pull a rabbit out of a hat? (no jk, but what else? without making it seem like the attack needs to be made, 70% CTH, do fire damage or do arcane damage).
