I think what are asking for the number of strikes. The damage is given as x-y, where y is what you ask for (if I understand correctly).
Example: The Spearman's spear is 7-3, meaning it attacks three times for seven damage each (if they hit).

A development version (or at least later releases of a development circle) are indeed intended to be superior to the stable release of the time, as it is a preparation to the next stable release.
