Alternatively you could rewrite the rules to allows multiple accounts and attempt to regulate it, maybe even putting casual alts in a different league or something but this seems like it would take a lot more effort for very little gain over the system we have now. Just a suggestion, but as all damage in the game is either attack or defence, this means that the 'regular' damage will never be used. It might therefore make more sense to the players to have it use the regular damage on defence and 400% damage on attack (or regular damage on attack and 25% damage ...

I think that that kind of rating inflation is a consequence of publicly visible individual ratings. If you give high ratings to people they are more likely to rate you highly, so there is incentive to give high ratings. I second the comment about the Rami vs the Jundi. I'd like to see the Rami buffed, and I'd prefer either giving it an impact resist of +10% (along with the Khaiyal) or making it the faction's 8MP unit (slowing the falcon).
