That would include units like the ghost, which like you say hover above the ground moreso than they fly.

What other units might Flying be applied to, other than the bats? Units like gryphons and some of the drakes fly, but are on the ground in their sprites.

I think the worry is that if all of the descriptions for a unit line are written separately, they might not quite line up stylistically. If you look at, say, portraits, it's usually one artist that does a whole faction. You can kind of see it here if you compare the Soldier and Warmaster description...
