This can be done in WML without too much hair pulling. Proven By the Sword in The South Guard does something similar.

So code up a campaign or multiplayer scenario and go for it!

Alas, I only play single player, so I can't help you. If you're playing in an internal league you could always install a second copy of Wesnoth and modify the units you use if you feel they are balanced better and use them when playing with your friends.

It may be impossible to balance every faction for every map in multiplayer. For example, Elves will be powerful on a map that is mostly forest, and Dwarves on a map that is mostly mountains. Perhaps the solution is either to modify the map, or just don't play with those factions on that map?

So you'd think. Can you download the campaign from the in-game campaign server? It may be an issue of placing the files in the appropriate places, which the campaign server does automagically.

I suspect that aelius agrees with us here, he's just arguing that shock is acceptable. I doubt he actually believes that allowing to player to basically lose the game instantly when there was no chance of that when they ended their turn is a good idea... This is a fair summary, though I'd expand it...

Not really. They are different media, but they are both flexible. I would humbly disagree. Scenario designers are limited in many ways that Mr. Hitchcock was not. Our time is granular at turns.
