From a SP point of view, the luck element doesn't really matter. It is a preference choice and would be an enormous amount of work to rebalance for 'average' damage and entirely not worth it. You upload campaigns to the official add-on server, then anyone can download it. I'm not familiar with the process at all, but you could check out the wiki or ask some of the other forum members.

From what I remember:

The longer you hold out for, the longer it takes them to arrive in the next scenario, something is chirping in the back of my mind saying "40 turns" is the point at which the maximum delay is reached for the next scenario. But I wouldn't take that as definite.
