I followed your intructions, but I get the error
[Build Error] [wesnoth.exe] Error 255
I copied the wesnoth.dev from http://pastebin.ca/440807 but I still get the same error message :(

I think the Lich should lose at least his quick trait because a Lich with 7 MPs would be a bit too fast; he is already faster then the Necromancer.

[endlevel] in Multiplayer

In a multiplayergame how can I make a side (team) win?
If I use [endlevel] everyone wins or loses.

There is the same Problem with the effect tag (only works when the Language is set to English).

I use Wesnoth 1.3.1. The set language is German. When the language is set to English it Works fine.
