Where can I find the campaign "The Challenges?"

I've been playing the "historical" campaigns in order to better get a feel for the history of Wesnoth.

One of the campaigns listed on the Wesnoth history page is "The Challenges," but I cannot find this campaign anywhere. Is it still in existence? Or possibly has the name changed?

It seems to me that Nagas might be good natural allies of the Drakes, and perhaps the Drake faction ought to be able to summon Nagas. They are both reptilian, yes?

Any tips on balancing scenarios?

I have to wonder if anyone has any advice on how to make sure a scenario is "balanced?"

I'm just getting into writing scenarios and am wondering about that. Do people just use trial and error or is there any kind of system?
