Yes, in a campaign you always get to choose what you level into.

Since level 0 human units don't show up in multiplayer that often I don't think this is a problem.

If you design new units and races wholesale, you can change the makeup of traits that way. Most of the traits are assigned on a race basis.

The chronological thing would definitely help would-be campaign designers. It is also nice if the players are interested in backstory, which I know I am.
