Wings of Victory - Wesmere
I notice that the scenario "Wesmere" from the "Wings of Victory" campaign takes place, oddly enough, not in Wesmere but in the Grey Woods. This is clearly a mistake. Should the title of the scenario be adjusted accordingly?

Shouldn't be a problem. The articles can be written and then swapped out for redirects as soon as it is clear they are just a single paragraph long.

Or we could sidestep the question entirely and use a different yardstick: a character is notable if their description on the wiki is longer than one paragraph. I'd define "speak" as "speech", so they have to say actual words rather than growls or other noises. That sounds doable. The only borderline case I can think of is Rarlg (who may or may not be speaking words), but that is sufficiently exceptional to handle separately. If nobody ...

The last four of those listed do something else than recruit: they speak. Ah, okay. That helps. :) From your perspective, when would a character who speaks not be notable? Although these elves were part of Landar's rebels, I don't see anything in those scenarios that says Landar is still alive or sets them before End of War. I've started a notability guidelines page. It is work in progress, and it has reduced the number of articles by about 21 pages of those made so far. If you want to change the guidelines, it's probably best to use the talk page, or if that takes too long, feel free to make your own alterations.
