You could make a side start with no units and then spawn some based on an event. From the player's perspective this looks a lot like adding a new side.

It looks like Windows is hiding your real file extension from you. Note that the type of your _server.pbl is shown as a cfg file. This means that the actual name of it is _server.pbl.cfg, and it's just not being displayed in windows explorer. If you want to verify this, you can open cmd.exe, navigat...
