You might be interested in The Roles of Units, where I attempted a similar style of categorisation of units in Wesnoth.

Using the model in that post, I'd classify the Ulfserker as a reserve unit.

Correct. Magical attacks always have a fixed hit percentage of 70%.

The Marksman attack is different, however. On attack (ie on your own turn, not when defending and doing retaliation damage) a marksman will always have a to-hit chance of at least 60%, but it can go higher.
