The lore says the naga are in fact small. Look at the last line of the naga fighter's description: "They are small, and somewhat frail in form, but often much more nimble than their opponents." And that is for a melee soldier, with significantly greater durability than this new, lighter naga unit. ...

well one could simply switch the 2 so the cobra is lvl3 then if someone wants a 4th lvl they can call it "king cobra naga"

I don't think it makes sense for a cobra (a specific type of snake) to level up to a viper (a generic type of snake, which includes cobras and basically all venomous snakes). Well if you want you could have a level 1 Jinni that advances into 3 branches, fire, cold, arcane. each one having different alignments and other aspects cold=Chaotic, arcane=Neutral, fire=Lawful and not so fond of traveling over water.

i think that hardly work for a water unit. wouldn the poison get washed away from the water and potentially make it impotent or poison himself. considering this, it would have a poison attack via fangs/bite or spit, which seems very uncivilised for a more advanced merfolk faction.
