First of all, I hit similar issues. Although I have not been active in the forums for quite a long time, I never could cease playing Wesnoth 8) . I'll try the solution with full screen mode and report the result.

You can complete the campaign without the mermen, even on Hard - I know from personal experience (the first time I played this campaign I didn't even know about the mermen, so I never got them; I still managed to finish it on Hard, though barely). Thanks for these introductory words to the general thoughts of strategy in Wesnoth.
I think it'll take some time to handle the general ideas of the game. By the way, are there add ons which work rather like Fire Emblem?

Same problem here, and no, one can't recrute mermen, if you did not get the merguy in C1.
