[filter] (and [filter_second], for that matter) doesn't support [filter_weapon] inside itself; instead, it uses [has_attack]. Here's a list of what's allowed in unit filters: https://wiki.wesnoth.org/StandardUnitFilter.

You may need to install each of the campaigns separately, since Ubuntu breaks each individual campaign up into a separate package. IMHO, that "cancel" icon just looks out of place compared to the others (and indeed it is, considering that's a 16x16 image scaled up). Why isn't the Orc Shaman there? (There are rather rare units present and even the whole Dunefolk race.) Because the Orcish Shaman isn't a core unit: it's part of the Son of the Black Eye campaign.
