ahh timezones are a pain in the butt. I think the only way to do this would be daves simple solution. And where it matter about turning up to a game on time (like a tournament) it should be specifically stated in the tournament rules to makesure you know when to log on. Maby on the main wesnoth webs...

If the turn scale is days to weeks storms are there but don't need to be represented because on average the area wont be stormy. Other than doing it through game like turuk has pointed out you do have to dig through the files (there are no resources which tell you nicely).
However if you have not dug through the files yet, have a go, when I thought about it I was daunted, however when I did it it turned out to be really easy!

Have you tried playing it again from the start, getting more level 2s and saving/earning more money?
