Ideally, players only would be able to recruit the units IF they did not have them. As I am not familiar with the coding end of things, though, I do not know how difficult this would be to implement. My point is that each scenario should be self contained and not depend on gold and level of units from previous scenarios. Again, this is not an easy/difficulty issue.
